1. Background

The International Planned Parenthood Federation (IPPF) is a leading advocate of Sexual & Reproductive Health and Rights that seeks to help build a world free of discrimination that allows all people to make choices about their sexuality and well-being. In Africa, IPPF operates in 42 countries in the Sub-Saharan Africa through a network of Member Associations and collaborative partners to empower the most vulnerable women, men and young people to access life-saving services and Programmes, and to live with dignity. The federation’s operations in Africa are coordinated by the IPPF Africa Regional Office based in Nairobi.

To build the Financial management Capacity of Family Planning Association of Malawi (FPAM), the Member Association of IPPF in Malawi, IPPF would like to secure services of Financial Management Expert to work with FPAM team for a period of 3 months within which the expert will have the following objectives:

 

2. Objectives

The objectives of the assignment are as follows:

  • Support the Finance and Administration Unit in reviewing FPAM’s existing internal systems and processes.
  • Develop improved processes to ensure that the overall financial management system of the FPAM is strengthened and robust.
  • Build capacity of FPAM SMT and Finance & Program Staff on the improved financial management processes, including restricted donor project management.
  • Performs a due diligence review of FPAM finance processes in order to implement DFID compliant project financial management

 

3. Scope of Work

The Financial Management expert will provide support to FPAM’s Finance Department, to ensure that there are adequate financial management systems in place both at the Headquarter and District Offices. As such, the expert is required to build the capacity of the MA staff through mentorship and by working together with them.

Specifically, the expert shall support FPAM to:

  • Carry out an internal review (due diligence) of the existing financial management systems, procedures and practices and identify capacity gaps and areas which may require improvement and strengthening;
  • Put in place any necessary policies, procedures and training to fill capacity gaps identified above and strengthen the Financial Management System
  • Works alongside the FPAM Finance Director and team and gives support, training and coaching.
  • Ensure that disbursement of FPAM funds following a sound budgeting, accounting, financial control and audit procedures compliant to restricted donors and in accordance with best practice and the rules and regulations of each donor.
  • Ensure finance staff produce monthly financial reports and there is a system for the reports to be discussed with the budget holders and SMT.
  • Reviews WISH2 transactions monthly for sign off and works with FPAM team for any learning on DFID project accounting.
  • Undertake technical assessments of staff capacity in finance at the beginning and end of the assignment, provide necessary training to upgrade skills as and when required.
  • Lead the revision of the financial management manual as necessary
  • Ensure FPAM is prepared for a potential audit by DFID on WISH2 programme
  • Support Finance and Administration Unit to implement any outstanding recommendations that have been made in the recent PwC audit

 

4. Financial Management Expert reporting lines:

The Financial Management Expert reports jointly to:

  • Africa Regional Office; HOD – Operations or delegate
  • CO WISH2ACTION Commercial Director

 

5. Reporting deadlines

a) For the inception phase an initial assessment report with action points, two weeks after the commencement of the assignment;

b) For subsequent periods of the assignment of the 5th of the following month of the assignment.

c) A final report and any further long-term action plan recommendations

 

6. Expected Output

The Financial Management Expert will be expected to produce the following outputs during the period of this assignment:

  • Inception Phase review Report;
  • Revised financial management manual for FPAM
  • Financial management system monitoring reports
  • Monthly review reports on achievements to date
  • Report on the support, guidance, and advice provided to the finance department
  • The Project Completion Report summarising results of the assignment in direct relation to the original terms of reference.

 

7. Assignment Period

The period of assignment will be for three months or 60 working days.

The consultant is required to start as soon as possible.

 

8. Terms of Payment

Payment will be made monthly at the end of each month.

 

9. Qualifications and experience required

The Financial Management Expert is expected to have:

  • Not less than 10 years as a Finance expert, ideally in the NGO sector
  • At least five (5) years of demonstrated work experience as a Technical Advisor or trainer in Financial Management
  • Good knowledge of financial management policies and procedures and in particular restricted donor projects
  • Excellent skills in project management demonstrated in previous jobs
  • Proven track record in working effectively with multidisciplinary teams
  • Knowledge of IPPF and or DFID policies and regulations constitute an additional advantage.
