Lead Technical Advisor, Business Development

1. JOB PURPOSE

  1. To provide strategic direction and technical coordination for ARO and IPPFAR Member Associations in the furtherance of IPPF resource mobilization strategies
  2. To be accountable for the achievements of the outcome 4, priority 7 as provided for in the IPPF Strategic Framework
  3. To increase and diversify IPPFAR core and restricted funds from traditional donors and emerging strategic partners
  4. To ensure that IPPFAR wins tangible tenders that will support the delivery of IPPF’s Strategic Framework.

2. KEY TASKS

  • Lead the designing, monitoring and reviewing of a IPPFAR Partnership and Resource Mobilization (PRM) strategy in order to achieve IPPF strategic deliverable linked to outcome 4, priority 7
  • Technically support the PRM strategy to effectively prepare and make the region ready for tendering
  • Identify and track likely forthcoming funding trends and opportunities that may be aligned with IPPF strategic objectives to guide strategic decision related to proposal-submission and to develop a bidding pipeline for IPPFAR
  • Maintain a refined overview of and make recommendations about the global and regional geo-political influences for IPPFAR future funders and income streams
  • Coordinate and lead the negotiation of donor agreements and their clearance by Africa Regional Office and Member Associations
  • Guide and support the ARO technical bid committee through initial training and tailored capacity-building on tendering
  • Strengthen the capacity of Member Associations through initial training, tailored capacity-building, coaching and technical assistance
  • Oversee and co-ordinate the development of pre-qualification submissions and funding proposals, including research, compilation, writing and editing of proposal documentation and/or commissioning resource persons to undertake writing where required
  • Lead and to contribute to all aspects of proposal development and other resource mobilization initiatives
  • Evaluate restricted funding proposals, communicate outcomes and disseminate key learning points post-bidding to improve IPPFAR PRM strategies and approaches.

Strategic Partnership and Collaboration

  • In collaboration with Senior Advisor Restricted Funding Projects Delivery, to research and establish a network of potential donors for restricted funding projects, to evaluate competitor organizations and to build relationships with key partners/contacts
  • In collaboration with Technical Lead Advisor SRHR Programme, to assist MAs to build strategic partnerships with the government, civil society, bilateral and multilateral organisations to implement high quality integrated rights-based SRHR program
  • Collaborate with Technical Lead Advisor SRHR Programme, to support program SRHR advocacy and partnership development drive within the region
  • Collaboration with Technical Lead Advisor SRHR Programme, to ensure a compiled and up to date database of key information on country and MAs profiles and capability statement through regular country and MAs situational analysis
  • Contribute to learning and cross-sharing internally and across teams and departments
  • Strengthen internal and external linkages and partnerships between the Programme Department and other ARO departments/units such as SPOD, ERA, RDOs, Operations, IPPF Central Office and other strategic external partners
  • Collaborate with CO New Business Development Team to ensure that bids market intelligence is integrated into IPPFAR bidding pipeline
  • Identify opportunities for IPPFAR in its relationship with IPPF Central Office and other regional offices.

Other

  • Participate as a member of the senior staff in program & HSS department to provide guidance on department-wide management decisions
  • Work closely with the Head of Department Programmes and Health Systems Strengthening as well as other senior or cross-cutting advisors to advance departmental agenda
  • Work closely with the communication team and the performance team to enhance results and increase resource mobilisation
  • Assist Resource Mobilization Advisor to set and to assess annual goals and performance objectives against achievements of the departmental team
  • Work on multiple deliverables simultaneously, independently and meet deadlines without compromising quality
  • To undertake any other duties as may be requested from times to times.

3. RESPONSIBILITIES

  • Manages the Resource Mobilisation Advisor and consultants as required
  • Ensuring adherence to IPPFAR and ARO policies, values, procedures, rules and regulations and any other agreement between IPPFAR and partners.

b) financial responsibilities carried out by the job holder.

  • Responsible for compiling and submitting to his/her supervisor the planned activities, budget and monitoring expenditure
  • Provide regularly and on-time accurate information on the achievements and SOB (Status of Budget).

c) advisory responsibilities carried out by the job holder.

  • The job holder advises the Head of Department on funding opportunities and the international, regional and national environment that can enable IPPF AR to position the federation as a leading organisation in SRHR.

4. EDUCATION QUALIFICATIONS

Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Political Sciences, International Development Studies or related field with focus on fundraising.

5. PROFESSIONAL EXPERIENCE

  • At least eight years relevant experience and proven track record in networking and fundraising from donors and within international organisations
  • Ability to identify new donors particularly for Francophone countries
  • Familiarity with international and domestic funders across health and human development sectors, including but not limited to USAID, CDC, World Bank, DFID, UN agencies, European bilateral, and private foundations and corporations funding health and human development activities
  • Knowledge of Non-governmental Organization (NGO) business development process activities required.

6. SKILLS

  • Possesses excellent written and oral communication skills in English and French; Portuguese would be an asset
  • Strong proposal development skills and writing ability required, evidenced by successfully awarded grants and contracts or awards
  • Excellent time management skills required to meet tight deadlines
  • Demonstrates strong analytical, organizational and problem-solving abilities and the ability to prioritize tasks
  • Competent in use of log frame, theory of change and other project management tools
  • Excellent interpersonal skills – required to network with contacts for whom English is not the first language. Tact and sensitivity essential
  • IT skills to include Excel and Word desirable.
